Here is an interesting decision made in Kentucky recently. A judge considered this phrase in the charter of Kentucky's Office of Homeland Security unconstitutional: "dependence on Almighty God as being vital to the security of the Commonwealth". A state representative, also a minister, added the phrase that caused a few in Kentucky to take notice and file motions to have it struck. Psalm 119:9,11 "All Scripture is God breathed and is useful for teaching, rebuking, correcting, and training in righteousness." 2 Tim. 3:16 "Do not let this Book of the Law depart from your mouth; meditate on it day and night so that you may be careful to do everything written in it. Then you will be prosperous and successful." Joshua 1:8
